Safeguarding Change Programme
A jurisdiction-wide safeguarding change programme, embedded through a network of champions rather than a single mandate from the centre.

The Challenge
Safeguarding practice needed to be strengthened and made consistent across a wide range of public and third-sector organisations — each with a different culture, capacity and starting point.
A single top-down policy change wasn't going to shift day-to-day practice on its own. The programme needed a way to reach the front line, in every organisation, credibly.
My Role
As Change Manager for Safeguarding, I led the jurisdiction-wide programme end to end — leveraging communication and agile change methodologies to increase safeguarding capability across the public and third sector.
I drove change through data-driven insights, storytelling techniques and sustained stakeholder engagement, supported by ongoing capability assessments and feedback metrics.
My Approach
Change that spreads through people, not paperwork.
Assess Capability
Ran capability assessments across organisations to understand where practice was strong and where it needed support.
Build a Champions Network
Created and maintained a network of 50 change champions across organisations, driving change through leadership support, role-modelling and community-building.
Co-Design Training
Developed workshops and a tailored training programme in response to what those assessments showed was needed.
Deliver at Scale
Delivered the training programme and workshops to 300+ professional groups across the public and third sector.
Evaluate & Iterate
Conducted audits, surveys and user feedback sessions to evaluate programme success and refine the approach.
The Impact
Safeguarding policies were adopted by 150 organisations, and evaluation demonstrated a 35% improvement in service-user satisfaction by 2021.
What I Learned
Embedding change across 150 different organisations taught me that distributed leadership beats a single mandate every time. The champions network did more to change day-to-day practice than any policy document could.
It also sharpened my instinct for evaluation: without the ongoing capability assessments and feedback loops, we wouldn't have known which parts of the programme were actually working.
