Learning & Development Programme
Bespoke training, designed with adult-learning theory and delivered at civil-service scale — where teaching craft meets policy work.

The Challenge
Building genuine engagement capability across the civil service meant more than issuing guidance. Colleagues needed practical, well-designed training that would actually change how they worked day to day — not another generic corporate course.
My Role
Drawing on my background as a language teacher and trainer, I applied pedagogical and adult-learning theory to design a bespoke curriculum, then co-produced the materials with the 1,000+ stakeholder network built through the wider engagement strategy, before delivering the training myself at scale.
My Approach
Teaching craft, applied to civic learning.
Understand Learner Needs
Started from what civil servants actually needed to do differently, not a generic training template.
Design the Curriculum
Applied adult-learning theory to structure content that would genuinely change behaviour, not just awareness.
Co-Produce Materials
Worked with the stakeholder network to build training materials that reflected real, varied contexts across the organisation.
Deliver & Facilitate
Delivered the training to more than 7,000 civil servants.
Evaluate Learning
Measured outcomes to ensure training translated into changed practice, not just attendance.
The Impact
The programme reached more than 7,000 civil servants and contributed to the wider 40% increase in the jurisdiction's trust metric under the OECD Better Life Index.
What I Learned
My years in the classroom turned out to be some of the best preparation for civic training design I could have had. Adults learn policy the same way they learn a language: through relevance, repetition and genuine practice, not a single briefing.
Co-production also mattered enormously here — materials built with the stakeholder network landed far better than anything designed in isolation.
